Okay this is just random thing. Someone asked me how to make this and If I can help her/him by a simple tutorial... And why not :) but warning first, I am not a good teacher~
okay so let's get started..
First open your picture (obviously kekeke)..
I am gonna use this
1. Choose Polygonal Lasso Tool to select the area where you want to blur.
in this case, the bunch of the photo.
2. Filter > Blur > box blur > radius 4
Result
3. Then add text with Opacity 30%
4. Layers > Hue/Saturation > Set Saturation to -60
5. add text 누구? > right click at the layers > blending options > Outer Glow
And you are DONE
